Well, I did some more testing, and noticed that the brake force appears to be too weak to slow the train down while on a downhill grade. In fact, I could apply 100% brakes, but the train would still accelerate.
In any case, I am no longer sure that it's the engine which is to blame, but right now I don't have enough data to be able to tell what I might still have to tweak.
